Meanwhile City: Play, Movement and Urban Interpretation

Meanwhile City is a civic proposal for generating alternative understandings of the city. Positioning play, movement and daily life at the centre of a regional planning department, the project situates knowledge as subjective and planning as a public, collective activity.

Temporarily occupying Turin's abandoned 'Palace of Work', a timber superstructure suspends straw bale buildings above the ground on lightweight platforms. The proposal transforms a dormant site into a space for civic life, occupying the period between abandonment and redevelopment. Designed for disassembly and reuse at other disused sites, it engages multiple temporalities: reinterpreting the Palazzo's present condition, instigating public planning participation, and contributing to future urban transformations.

At multiple scales, the proposal challenges participatory planning processes that position the public as passive recipients of information. Instead, movement and activity become means of generating individual perspectives on urban space. Through play and tactile construction, the architecture invites understanding through participation, adaptation and direct engagement with the built environment.

The proposal temporarily occupies the transition to within the existing at the south east corner of the existing Palace of Work. The programme is atomised between suspended platforms, the public pump track weaving between and beneath these platforms.

Enclosed straw-bale rooms support organised workshops, while winter gardens negotiate the transition between quiet interiors and public exteriors. Straw construction is exposed, encouraging public engagement with the space’s material logic.

The space is activated through use; haptic vibrating balustrades respond to movements of skaters on the pump track and create interface between users of different groups. New orientations within the existing building are generated through activity.

Winter gardens transform platform edges into inhabited thresholds between inside and outside. Multiple levels generate vertical overlap and exchange, while removable flooring ventilation panels encourage users to actively adapt and occupy the spaces.
